Why should I pay Real Property Tax "Amilyar" in Advance?

Republic Act 7160 "The Local Government Code of 1991".
It has 130 pages, let's get to TITLE II - "Real Property Taxation"

Section 197. Scope. - This Title shall govern the administration, appraisal, assessment, levy and collection of real property tax.
Section 198. Fundamental Principles. - The appraisal, assessment, levy and collection of real property tax shall be guided by the following fundamental principles.... blah blah blah....

The first time I heard of the word "Amilyar" was when I was in high school days and I don't give a d**n..!  Just focused on my flying kite and pigeons!! haha!

It's been more than a decade since I acquired my first real property here in Bacoor City, Cavite.  Since then, I paid my real property tax or what we call "Amilyar" and yes I must admit that I was a delinquent tax payer due to ignorance! Until I myself became a licensed Real Estate Practitioner... it is worth knowing how it works in detail..

Today, I paid my RPT - Real Property Tax in ADVANCE for the first time!!! yeah!


I paid my RPT for the year 2016.. So, what???

Here in our municipality, they give 20% discount if you pay in advance!
But in other municipalities, it varies.  I heard in Taguig, they give 20% discount if you pay before the year ends as well. In Makati, 10% discount before January 20.  In QC, 20% discount before Mar 31... Better go to your Municipal Treasurer and ask about it.

So why shouldn't I pay in advance? Maybe if I'm completely broke? No time maybe? not a significant amount of money? or I don't care at all..!

Payment is easy. Anyone can pay for you.
1. Get your previous receipts(Official Real Property Tax Receipts). That way you can estimate how much will you pay.

Receipt for House and Lot, Receipt for Lot Only, Receipt for any Improvements, etc. and Receipt for EPSF(Environmental Protection and Sanitation Fee) and other applicable fees..
 - if you don't have or lost receipts, you can just bring your TD's (Tax Declarations) of your properties(both House and Lot).
- if you have nothing, go to Assessor's Office then ask on how to have them..

2. Prepare CASH! :)

3. Go to Municipal Treasurer with the receipts and cash!

4. Get a queue number and get a coffee(here in Bacoor City, FREE brewed coffee was there!)

5. Say Hi to the person in charge and say "I'll pay in advance" then smile.

6. Go somewhere to enjoy your 20% discount!

Do not be Delinquent on paying RPT - Real Property Tax!
Late payments will incur penalties of 2% surcharge per month up to a maximum of 72% or 36 months!

You may be shocked if your beloved property appears in the list of delinquent tax payers and AUCTIONED to the public!

A Quick Guide to 2015 Real Estate Appraisers before Oathtaking Ceremony for Inductees

So!, excited to hold your new PRC ID with your own hands and tell the world that you are now a licensed practitioner? Same here!
Okay, first you wanna prepare all the necessary documents before going to that big day.
1. ANNOUNCEMENT sheet. You should have this received after registration @ PRC.

It says, on October 19,2015 (Monday), 1:00 P.M. at the Harbour Garden Tent, Sofitel Philippine Plaza, CCP Complex, Roxas Blvd. Pasay, Manila.
Wow! sosyal! However, it says "Tent"! I pressume it is not in the Grand Ballroom... :(

3. TICKET. Available at the address indicated on the ANNOUNCEMENT Sheet.. Php1,000/pc or per head. You can buy at the reception as well but from what I understand, priorities will be given to Inductees then to their guest..

Take note of the following;
Better come early to be positioned were ever you want.
ATTIRE: FILIPINIANA.. Barong tagalog for Men.., Slacks and your shiniest pair of shoes!
SNACK:  This maybe served at around 3 to 5 pm.. maybe same as Brokers? Better bring biscuits and beverage with you.
SOUVENIR PROGRAM: a booklet and a PRBRES pin maybe
ENTRANCE: to be surrendered at the entrance. This will be used as raffle coupon for the sponsor's prices! yey! So if my number was called, No. 0155, scream to your loudest voice so that I can hear you!

You may go out to be accredited to some developers found within the vicinity but I recommend to make it fast because your number maybe called! remember, the price!!

So what else?, where is my PRC ID!!??? There will be a designated booth or place to claim this together with your Certificate of Registration and Rating enclosed in a brown envelop that we submitted at the PRC.
This is usually done after the program and it will be announced accordingly.

How to verify online if you are dealing with a Duly Licensed Professional in the Philippines

1. Click HERE to re-direct you to PRC Verification of Professional Licenses.

2. Click on the pull-down menu to choose on what Profession you desire, say "Real Estate Appraiser".

3. Enter First name and Last name. Name with suffix and 2 or more given names should be separated with space then click "Verify" button.

4. Tadaaa! The result will show as below.

2015 Real Estate Appraiser Exam Result

August 2015 Real Estate Appraiser Licensure Examination results released in five (5) working days



The Professional Regulation Commission (PRC) announces that 2,462 out of 4,731 passed the Real Estate Appraiser Licensure Examination given by the Board of Real Estate Service in Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena and Tuguegarao last August 2015.
The members of the Board of Real Estate Service who gave the licensure examination are Dr. Eduardo G. Ong, Chairman; Florencio C. Diño II and Rafael M. Fajardo, Members.
The results were released in five (5) working days after the said examination.
Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on September 11 – 15, 2015. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete nametag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2015-2018.
All registrants are likewise required to submit an original copy of Surety Bond for three ( 3 ) years (with certificate of good standing from the Insurance Commission), minimum amount of which is P 20,000.00, with the Professional Regulation Commission (PRC) as Obligee. For government employees, no Surety Bond is required, but instead, submission of a notarized original Certificate of Employment from their respective offices is required.
Successful examinees should personally register and sign in the Roster of Registered Professionals.

Exam Application for Real Estate Appraiser


Today, I went to PRC to apply for Real Estate Appraiser's Examination. Deadline is on August 10, 2015 and the exam itself is on August 30,2015. I would say, it was the longest day of my life!! Why? because I arrived in PRC about 8AM hoping to get home before 10.. but to my surprise, it was in chaos!! LET(Professional Teachers) application deadline for Repeaters is on July 31,2015! meaning 3 days left! it occupies 3rd floor and 4th floor of the building! and August 7,2015 for First timers that is why they are rushing! and cramming for the last minute! Anyway, it took me almost 7 hours for just the application itself..!
Okay, here are what I did: 1.) Buy 2 pcs Documentary Stamps = Php 42 inside PRC! 2.) Buy 1 pc Windowed Envelope with metered stamp = Php 25 inside PRC! 3.) Went to 4th floor but eventually instructed to fall in line on the 3rd floor due to overcrowded stairs going to 4th floor.  4.) Lined-up for STEP 1(Pre-Assessment), submitted 1 pc passport size photo while in a snake shaped loooong line.. and finally it's my turn after 4 hours(12pm)!! imagine!!!! in STEP 1, all your documents are to be evaluated.. they are a) TOR b) NSO Birth Cert c) NBI d) 120 credit units from Training for REA e) Cedula all photocopied.. TOR, cedula and NSO birth cert was returned to me. They will give you a card to be fill up with right thumbmark, paste you passport photo and use your cedula information and wait for your name to be called in the next step. 5.) Next is STEP 2(Processing), around 1pm my name was called.. and told me to proceed to 6.) STEP 3(Payment).. but before that, I went to mang inasal for a chicken. by 2pm i went to Cashier in the main building(ground floor coz the line is quite short. about 3 minutes standing!) and paid Php 900. 7.) STEP 4(ISSUANCE) went back to 3rd floor and submitted my papers with the official receipt.. aroung 3 pm, my name was called and that's it! I received my NOA(Notice OF Admission) stapled with my metered envelope.! Then 8.) STEP 5(go home!) I went home to Cavite, arrived by 5pm..Huh! Lesson learned? BRING food and drinks inside! for as not to starve yourself! じゃね!また!

MCX Muntinlupa-Cavite Expressway


It is also known as the Daang Hari-SLEX Link Road will serve as an alternative route from Metro Manila to Cavite and vice versa, cutting travel time by an average of 45 minutes. 
see NEWS. Some(Camellan's) call it Manuel-Cathy Expressway. hmmmm

I haven't tried yet but I see it almost everyday when I pass by going to Alabang since we are just a mile away.. and our "tambayan" with the kids is in Mc Donald's Evia. 

For me It's good when going to Manila without the going through the heavy traffic streets of Alabang-Zapote road. While if going home to Batangas using SLEX, I'd rather exit in San Pedro using Daang Reyna considering I'm from Meadows 1, Springville.. Well, if going back from Batangas via SLEX, then I'd exit in Susana Heights to use MCX and pay Php 17.. Good project! PPP(Private Public Partnership) project of PNOY they say.. and this gives higher Real Property prices in this area which is mainly the VISTA CITY! I recommend investing in properties in this vicinity! Drive Safe!

Bureau of Internal Revenue, Philippines - Certificate of Registration


In connection to "Starting a Business as a Sole Proprietor", today I just partially finished a big task in compliance to "Tax Reform Act of 1997".  Partially because I had to go back again to claim my "ASK FOR RECEIPT" (Not Available)! - it reminds me of LTO stickers for my plate numbers....  and my purchased set of OR's(Official Receipt) maybe by next week? I had to follow-up by phone..  or if unlucky, I have to get it in person!.. 
Well, I need this COR(Certificate Of Registration) because all of the Property Developers requires this BIR 2303 form before I officially called accredited with them.!  I actually did not know all about this tax thing when I was an employee of a corporation until today. It was done by the accounting department and I just signed the documents they requires us to sign.. Inside BIR office, we had a short seminar(about an hour) on how to file tax returns and what are the implications when you were a delinquent tax payer! it was scary because, a small mistake or late filing will lead to surcharges which is very scary!!! Watch out on the deadlines of filing!

How to register your business name online in Philippines. DTI Registration of a Sole Proprietor  オンラインでのビジネス名を登録方法inフィリピン(個人事業主版)

Having a new business as a Sole Proprietor? You have two choices, use your name or not. Well, if you decide to use your own name for your business then you don't have to register at DTI. Otherwise, do it online HERE. It is eBNRS - electronic Business Name Registration System as I understand.. First, think of a Business name that you think is the best for you of course! haha! Then, you may want to google it if it exists on the net.. or search on the DTI's "Business Name Search" menu. Anyway, you can check it on the "Check Name Availability" on New Application under Online services.. you can register easily because the website is user-friendly that it doesn't require you to be a computer geek! Note: be ready on your ATM card if you desire to pay it by Bancnet. It requires ATM number which are embossed on your card! GCash is another payment option.  Fees: P2,000 if National, P1,000 if Regional, P500 if City/Municipality, P200 if  Barangay level of Scope.. Be sure you have available funds in your ATM.! About the Certificate, you can download then print after your payment online.. easy! As for CMP, it is regional because I intend to have a branch in Batangas in the near future.. By the way, it is good for 5 years! That's it! Happy investing!

Certificate of Registration for HOUSING AND LAND USE REGULATORY BOARD BOARD RESOLUTION NO. 922 Series of 2014 compliance

So this is what it looks like! It took me just about 3 minutes to get it! considering I applied for it a week ago as mentioned in my previous blog post. Well, it was 9AM.. My HLURB Reg. number is 2015-06-B627 valid until 31st day of December 2015. However, I have to renew it by 1st week of November this year.. So what now? .... I can now engage in the practice of real estate service as stated in SECTION 2 of the below.. coz' I'm scared of SECTION 11!. BUT! I need to have PTR(Privilege Tax Receipt) first(BIR documents)! so as not to be one of the tax evaders!  haist!

So, today is HLURB day! I went there(beside DENR Calamba) to register my name for me to be legally involved in what we call "Project Selling" to which from my understanding, as a Licensed Real Estate Broker, you need to be registered as mentioned in the following: Application for Registration of NCR-Based Real Estate Brokers and Salesmen. LEGAL BASIS: HLURB under PD 957 as amended, is empowered to register real estate brokers and salesmen dealing in condominium, farmlots, memorial parks and subdivision projects. SCOPE: No real estate broker or salesman shall engage in the business of selling subdivision lots or condominium units unless he has registered himself with the Authority in accordance with the provisions of Sections 11 & 12 of Presidential Decree No. 957 and Sections 13, 14, and 15 of Rule V of Implementing Rules and Regulations as Amended and Other Related Laws and Regulations of the HLURB. http://hlurb.gov.ph/brokers/ I was informed that I can get my "Certificate of Registration" after a week and my ID after.... Hhhhhmmm.. don't know, just follow it up by phone coz' it will come from the main office(QC)..
